There's a specific window, every year, when the work that gets commissioned in the first months of the next one is actually decided: while budgets are being drafted and priorities argued over, before anything is finalized or posted. Missing that window doesn't mean missing the work entirely — but it usually means arriving after the decision, not during it.

What's happening on the client side right now

Someone, inside an organization you'd want to work with, is currently deciding which problems get solved with internal capacity and which get an external contract. If you're not in a conversation with them while that decision is still open, you're relying on the posting that comes afterward — competing with everyone else who saw the same listing.

The groundwork takes months, not weeks

This is why 'I'll start looking for consulting work when I need the income' rarely produces income on the timeline you'd want. Real conversations, the kind that surface where an organization is short on capacity, take months to build enough of.
